Q: What is the National Service Personnel Lifestyle Package?

A: The National Service Personnel Lifestyle Package is an all-encompassing package designed to adequately enhance and sustain the lifestyle of all national service personnel.

Q: How did the National Service Personnel Lifestyle Package come about?

A: The Executives and Council members of NASPA had for some time deliberating on the challenges national service personnel face and how they could put together a package that could sustain the lifestyle of service personnel while eliminating the challenges they face. Among the challenges identified include:

  • High expenditure on telecommunication services: data, airtime, text messaging etc;
  • Challenges with the payment of allowances resulting in some national service personnel facing financial difficulties at their new stations;
  • Reports of road traffic, domestic and industrial accidents and some deaths involving national service personnel etc.

The NASPA Congress, which is representative of all national service personnel in Ghana and also the highest decision-making body of NASPA, convened a meeting to pass a resolution aimed at bringing to being this lifestyle package for national service personnel.

Q: Could the NASPA Congress had contacted all individual national service personnel in the country before taking the National Service Personnel Lifestyle Package decision?

A: Apparently no. Just like the Parliamentary system, members of the NASPA Congress are representatives of all the National Service Scheme designated districts and the decisions they take at Congress bind every national service personnel.

Q: What further steps did the NASPA Congress take after its decision to establish National Service Personnel Lifestyle Package for personnel in the country?

A: NASPA requested for proposals from the leading life insurance companies in the country. These proposals were thoroughly reviewed and in the end selected six highly reputable insurance companies to join forces to provide insurance cover for national service personnel in the country.

Q:  Which insurance companies are providing the insurance cover component of the packages?

A: The companies are as follows:

  • GLICO LIFE
  • ENTERPRISE LIFE
  • VANGUARD LIFE
  • STAR LIFE
  • GN LIFE
  • QUALITY LIFE

Q: What was the role of the National Service Scheme (NSS) in the provision of this insurance scheme?

A: The NSS only provided advisory services to NASPA in the decision making process to ensure that the decision by the NASPA Congress was in the best interest of all national service personnel.

Q: In brief, what are the benefits under the Insurance Scheme component of the Lifestyle Package?

A: The Insurance component has three major benefit components. These are:

  • Death
  • Permanent Disability
  • Temporary Disability

Q: Does the Insurance cover me 24-hours?

A: Yes. The insurance covers you on a 24-hour basis.

Q: If I pass away, what benefits are payable to my beneficiaries or next of kin?

If you pass away in the course of serving the nation as a national service personnel, your named beneficiaries or next of kin would be paid an amount of GH¢15,000.00

Q: What compensation do I get if I am involved in accident?

A: If you are involved in an accident, the following could be the unfortunate outcomes:

  • Loss of life
  • Temporary disability
  • Permanent disability
  • Loss of a member(s) of the body

 

  • If it is temporary disablement (that is, your inability to attend to your national service duties for a period not less than one month), you shall be paid an amount equivalent to GH¢3,000.00.
  • If you become totally and permanently disabled (that is, your inability to work again for the rest of your life or a prolonged period), you shall receive an amount equivalent to GH¢15,000.00.
  • If it is loss of body part, then either 100% or 50% of your sum assured shall become payable depending on the number of specified body parts lost. Eg. Loss of both eyes shall attract 100% compensation, while loss of one limb shall attract 50% of the sum assured.

Q: What are the other packages or benefits under the National Service Personnel Lifestyle Package?

A: A comprehensive Mobile Technology package has been secured from MTN for the benefit of all national service personnel.

Q: What are the benefits under the MTN package?

A:  the following are some of the benefits under the MTN package to be enjoyed by all national service personnel:

  1. GH¢5.00 worth of talk time per month per personnel, which would have a 100% bonus. This can be used to call any network.
  2. A Close-Unit-Group (CUG) created for all national service personnel, who can call each other for free.
  • A free lifestyle bundle (capped at 400 MB per month) giving service personnel access to WhatSapp, Facebook, Twitter, Instagram, WeChat, jobberman.com, glicogroup.com
  1. Free text messaging (SMS) – 500 per month
  2. 100% bonus on any recharge
  3. Free movie viewing at Silverbird Cinemas – twice a year. Interested personnel required to send sms to a short code (to be provided by MTN) indicating movies they are interested in viewing and MTN responding to same.

Q: Will service personnel who are not MTN subscribers enjoy these benefits?

A: Yes. The complementary package is for all national service personnel. MTN would provide special SIM cards to all national service personnel who subscribe to other networks through the District Coordinators and MTN field staff.

 

 

Q: What is the third component under the National Service Personnel Lifestyle Package?

A: Golden Link Savings & Loans has agreed to offer to interested national service personnel special personal loans to the tune of GH¢500.00 at discounted interest rates repayable within six months.

Q: How much is the premium for all these packages?

A: The premium per person per month is GH¢15.00

Q: How do I make an insurance claim?

A: Claim forms shall be made available on the websites of National Service Scheme and GLICO LIFE for claimants to download and complete. Claim forms shall also be made available at all the districts. A claim applicant may therefore contact the District Coordinator to complete the relevant claim form. The following are the steps to making a claim:

  1. Download the relevant claim from www.nss.gov.gh; www.glicolife.com; you may also obtain the forms from the office of the District Coordinator.
  2. Complete the form and attach any required document to it.
  • Don’t forget to indicate the means by which you wish to receive the claim amount
  1. Submit the completed forms to your District Coordinator
  2. The District Coordinator shall complete his/her portion of the form and electronically forward same to GLICO LIFE for claim processing.
  3. GLICO LIFE shall subsequently pay your claim through your preferred means of payment

Q: Can I come directly to GLICO LIFE and apply for a claim?

A: For consistency, promptness of service and effective follow up, you are required to make all claims through your District Coordinator.

Q: What specific forms must I complete when making an insurance claim?

A: The following are the required Claim Documents:

Death

  • Completed Death Claim Form by the next of kin
  • A portion of the form to be completed by the Medical Doctor who last attended to the deceased national service personnel
  • Death Certificate or Burial Permit

 

Accident (Permanent and Temporary Disability)

  • Completed Accident Claim Form by affected national service personnel
  • A portion of the form to completed by the Medical Doctor who attended to the injured personnel and a portion by the Supervisor
  • No Police Report required

Q: When does my cover end?

Your cover terminates when you cease to be a national service personnel.

Q: How do I also apply for a special loan?

A: Loan application forms shall be made available on the websites of National Service Scheme, Golden Link Savings & Loans and GLICO LIFE for claim applicants to download and complete. Loan application forms shall also be made available at all the districts. A loan applicant may therefore contact the District Coordinator to complete a loan application form. The following are the steps to follow:

  1. Download the loan application form from www.nss.gov.gh; www.glicolife.com; or www.goldenlinkghana.com. You may also obtain the forms from the office of the District Coordinator.
  2. Complete the form and attach any required document to it.
  • Submit the completed forms to your District Coordinator
  1. The District Coordinator shall complete his/her portion of the form and electronically forward same to Golden Link Savings & Loans for processing.
  2. Golden Link Savings & Loans shall subsequently pay you the amount mainly through Mobile Money.
